What Glenn discovered was that the problem wasn't just with the underage drinkers. It was also with store clerks who facilitated their underage drinking by allowing them to purchase the alcohol. Glenn came up with a plan that basically collected info about which stores were the culprits in this crime in addition to a concentrated effort of educating minors on the dangers of drinking.  Fighting fire with fire he used minors in well -monitored scenarios to go in and purchase alcohol at some of these establishments and was able to penalize them. On the education side he was able to find out what the common reasons were for these stores selling the alcohol to minors and then used that information to educate the community.  A two part plan that produced positive results and reduced the amount of stores selling alcohol to minors and thanks to his efforts in collecting data, he was able to learn what some of the reasons were for this happening. About Plano

As one of the fastest growing cities in Texas, Plano is just 20 miles north of downtown Dallas. The town's name has an interesting back-story. One of the founders, Dr. Henry Dye, originally wanted to call the town Fillmore in honor of the president, Millard Fillmore. Another name bandied about was Foreman, after founder William Foreman. Finally Dr. Dye suggested the name of Plano which he thought was the Spanish version of "plain." In reality, plain in Spanish is llano. However the name came about no one expected that most of the town would be destroyed by fire. Many of the homes of the pioneering families were rebuilt and still exist downtown today. This spirit of survival is one of the defining characteristics of what makes this town more than what Dr. Dye thought was simply "plain."
